Opuntia fragilis belongs to the group of most cold hardy cacti. This form, from Delores county Colorado is very lazy in flowering, but the colour of the body and the spines especially in winter, is fantastic. This species is pretty cold hardy. In our experience outside in a container, with no rain protection, this one can go down to -19 Celsius, maybe even colder. Cuttings root easily by just putting them on the ground. That is the main way they propagate in the wild.
